Elected to office in 2005, Jim Burn came to County Council with 12 years of municipal service. Jim had been serving as Mayor of Millvale since 1994. During his 12 years as Mayor, Jim worked with Borough Council and others to pay off Millvale's debt and institute aggressive efforts in community revitalization. He received the "Mayor of the Year Award" in 1997 from the Pennsylvania State Mayor's Association, the Outstanding Young Men in America Award, and the Community Award from the North Hills Community Outreach. Jim credits Millvale Borough's rebirth and revitalization to teamwork. He looks forward to bringing a team approach to the County Council.

Jim graduated from Duquesne University in 1985 and received his J.D. from the University of Dayton in 1988. While in Law school , Jim Served as the President of the Student Bar Association and as the President of the Phi Delta Phi Law Fraternity. Jim passed the Pennsylvania Bar exam in 1988 and has been practicing law in this area ever since.

Jim also Chairs the the Allegheny County Democratic Party, serves on the Northern Area Boys and Girls club, Chief Executive Onorato's Transportation Action Team, and as Millvale's Emergency Management Coordinator, directly overseeing and coordinating the immediate disaster recovery efforts for the community of Millvale after the flooding rains of Hurricane Ivan.

Jim has been appointed by Council President Fitzgerald to serve as Chairman of the Public Safety Committee and believes that his service as a mayor and emergency management coordinator will be of benefit to this Committee. He has also been appointed to serve on the Budget and Finance, Economic Development and Public Works Committees

Married in 1997, Jim lives in Millvale with his wife Lori and their two sons, James Edward and Brandon Patrick.
